2026 April 23
SB 142 signed into law. Utilities must now solicit geothermal proposals, local governments can issue revenue bonds for geothermal infrastructure, and geothermal garden limits expand from 5 MW to 25 MW.
2026 April 13
HB 2076 advances out of committee with bipartisan support — the state’s first-ever geothermal regulatory framework. DOE announces $14 million for the first EGS demonstration project in the eastern U.S.
2026
HCR 2057 passes both chambers 29-0. Directs regulatory alignment across state agencies and streamlined permitting for geothermal development. The only concurrent resolution to pass unanimously this session.
2025
Future of Geothermal in Pennsylvania published with researchers at four Pennsylvania universities — Penn State, Villanova, Drexel, and Washington & Jefferson College — and practitioners from law, policy, and energy engineering. 23 policy recommendations, including a clear permitting framework.
2025
Future of Geothermal in New Mexico published through the New Mexico Bureau of Geology & Mineral Resources, with researchers from UNM, NM State University, NM Tech, and practitioners across law, tribal government, industry, and regulatory agencies. $10 million in new state geothermal support secured via legislature.
Late 2024
InnerSpace Action founded
Created as the 501(c)(4) partner to Project InnerSpace, built to turn geothermal research into legislative wins in statehouses.
2023
TxGEA, an InnerSpace supported partner, advances SB 785, SB 786, and SB 1210 with near-unanimous bipartisan support. Railroad Commission established as lead regulator. Heat ownership clarified. Co-production pathway created for existing oil and gas wells.
2022
Future of Geothermal in Texas published with researchers from five Texas universities (UT Austin, SMU, Rice, Texas A&M, and University of Houston), the University Lands Office, and the International Energy Agency. The report identifies the legal and regulatory gaps standing in the way of geothermal development and lays out a chapter-by-chapter roadmap to close them.
