Louisiana Sends a 93-to-3 Message for Geothermal, Built on Oil and Gas Expertise

HR279 passed the Louisiana House on June 1. What it says, and how it says it, is worth reading carefully.

A Decisive Bipartisan Vote

On June 1, 2026, the Louisiana House of Representatives passed HR279 by a vote of 93 to 3. Sponsored by Rep. Joseph Orgeron (R), the resolution recognizes geothermal energy as a strategic opportunity for the state. It commits Louisiana to building the legal and regulatory conditions necessary to bring that opportunity to scale. InnerSpace Action played a key role to get it passed.

The margin matters. A 93-to-3 result in a 105-member chamber is not a partisan outcome. It is a consensus statement. In a state whose economy, workforce, and identity are shaped by energy production, that kind of consensus carries weight.

The Case the Legislature Made

The resolution’s argument is direct: Louisiana is better positioned for geothermal than almost any other state precisely because of its oil and gas heritage. The workforce already has the drilling, well integrity, and reservoir management expertise geothermal requires. The deep well inventory, subsurface data sets, and supply chains that built Louisiana’s natural gas economy are the same assets geothermal development draws on. The two resources are complements, not competitors.

“Geothermal draws on the same skills, the same workers, and the same infrastructure that made Louisiana an energy leader,” said Rep. Orgeron. “This resolution is the Legislature saying: we see the opportunity and we see the benefits for our workers and economy so let’s get the policies right to tap into this resource.”

The demand side of the case is just as concrete. Louisiana’s industrial sector is among the most energy-intensive in the nation, and geothermal process heat can serve petrochemical, refining, and fertilizer operations directly, without conversion to electricity. Growing electricity demand from data centers and LNG terminals creates further need for around-the-clock, reliable power. Geothermal, operating at approximately 90 percent capacity factor and unaffected by weather, is well-positioned to supply it. And the resolution makes a point that is specific to Louisiana: geothermal’s largely subsurface infrastructure has demonstrated resilience to the hurricanes and severe weather events that have historically disrupted the state’s energy supply.

What Louisiana Just Committed To

The whereas clauses make the case. The therefore clauses are where the resolution does its real work.

HR279 establishes, as a matter of state policy, that Louisiana will pursue the legal and regulatory conditions necessary to make geothermal electricity, industrial heat, and cooling projects permittable, financeable, and replicable across the state. Each of those three words carries weight.

Permittable means the legal framework has to be fixed. Louisiana R.S. 30:800 already declares that state policy favors the rapid and orderly development of geothermal resources, but as the resolution acknowledges, existing legal definitions and property frameworks do not reflect the technologies and applications now commercially available. A developer cannot permit what the law does not clearly contemplate.

Financeable means removing uncertainty, not just in theory but to the standard that bond counsel and project investors require before they will commit capital. Legal ambiguity is a direct cost to projects. The resolution commits Louisiana to eliminating it.

Replicable means the goal is not a pilot project or a single demonstration. It is an industry built at scale across the state. The legislature isn’t just clearing the way; it’s calling for a geothermal buildout.

Taken together, those three words describe the full policy stack Louisiana needs to build a geothermal industry: the ability to permit projects, finance them, and repeat the process. The Legislature just declared that closing those gaps is state policy.

The Research That Comes Next

HR279 also charges relevant state agencies to incorporate forthcoming research on Louisiana’s geothermal potential into a concrete policy path that addresses the legal, regulatory, and permitting barriers currently preventing the state from capturing that opportunity. The resolution does not treat that research as advisory. It charges agencies to act on it.

That is a specific legislative mandate, not a general expression of interest. InnerSpace Action will be working with Louisiana’s legislature and agencies to make sure it is followed through.

What Bipartisan Support at This Scale Signals

The pattern across states is consistent. Colorado’s SB 142 passed the House 55 to 10 and the Senate 27 to 7. Arizona’s HCR 2057 passed the Senate 29 to 0. Texas passed comparable geothermal legislation through the House 138 to 0 and the Senate 31 to 0. Louisiana now adds a 93-to-3 House vote to that record.

Across states with very different energy profiles, political cultures, and geologies, geothermal consistently attracts the kind of bipartisan margin that contested energy legislation rarely achieves. Louisiana’s vote sends a clear bipartisan signal on geothermal’s potential in the state, and it comes from a chamber that understands energy economics. Ninety-three legislators just said yes to geothermal’s potential in Louisiana. Now the state’s actions, future research and policy work has to match it.
